If you're looking for Arabic interface such as the menus will display ملف | تحرير then no. If however you don't mind having application menus in English but the program supports Arabic, then yes, there are quite few Adobe applications that supports Arabic as follows

Fully supports Arabic: Photoshop, Illustrator, InDesign, Dreamweaver

Acceptable Arabic support: Acrobat, Animate, Premiere Pro, After Effects

Weak Arabic support: Captivate, Photoshop Elements to name some.

Yeah Trevor, you're correct the forum is not even moderated  because it is named "Arabic After Effects" but there are mixed questions about Acrobat, Photoshop and whatever.
