cs5 brushes not behaving correctly

I am running win7 with cs5 and my brushes have started to not work correctly. They are smaller than cursor and do not apply in the right placed on the image. Have fixed this before but cannot remember how. this happens when i use a tablet or my mouse.

Try resetting all tools. If that does not fox your problem try resetting your Photoshop Preferences.
