Alternatives to a Cintiq???

What are the most cost effective alternatives to a Cintiq? I know some people use iPad Pro with Pencil, but does it support Photoshop, Illustrator, etc.? Thanks so much in advance.!

You can install Adobe Mobile apps on an iPad Pro but not the desktop versions of Photoshop and Illustrator both require either Windows or MAC OS
