Can resampling make a low res image hi res?

Does resampling a 72 DPI image from the web and making it 300 DPI, and then changing the color mode to CMYK make it a hi res print image at the smaller size that results from the resampling? Or something else?

Thanks!

Or something else.

It's worth using Google reverse Image search to look for a larger version of online images.  Unfortunately, any degree of upresezing causes degradation, and going from 72 to 300 dpi (assuming you are doing so by adding pixels) will result in a total horror story.

72 PPI is misleading. Please give us an image size in pixels and what size you want it on paper, inches or cm.

Then we talk about whether you mean an RGB-aware photo inkjet or a CMYK commercial offset press.

Then we will know if enlargement will help, but we need specifics. It's not a straight run from 72 to 300.
