What Lr version are you using? what is the OS version? What is the computer’s configuration? What were you doing just before Lr went working slowly?

Did you try to simply reboot the machine? Sometimes a boot solves quit a lot of intermittant problems.

Any action in Develop (zoom, brush, cropping ...) all hangs a multi-colored rotating circle appears and spin 5-15 seconds after any actions. The reboot does not help, at the moment I have made a return to version 7.0.1, reinstalled the program removed some photos, and it's faster, but the circle periodically jumps out. Today there was an update to version 7.2 I will update to see how it will work

I upload 200-300 photos after filming, only about 1800 photos in the lightroom. After the next upload the photos began to work slowly

If I'm reading your specs right, and you only have 4 GB RAM, that could be the cause of your slow down. Lightroom performs much better with 8 GB RAM or more.

The recommendations "from Google" would be of use.

removing pictures should have little to no effect except for the very first start of 7.2 because Lr does some housekeeping and that's per picture.

7.2 is said to work faster, especially with enough memory at your disposal. 12 Gb is the minimal recommendation if I remember well to be able to get an advantage.

Your 40Gb are a little disturbing to me. It looks like 32Gb+8Gb or similar. That's probably not the best configuration for a performance machine.
