It looks like they were done with lighting but you could add them in Photoshop. Here I used one of Kyle's splatter brushes set to paint in dissolve mode. I painted in two passes - first on a layer set to Soft Light and second on a layer set to normal. Then I adjusted the opacity to give an effect that blended the way I wanted.

Another option might be the use of Blend if settings and Colour Overlays on Groups and a Smart Object containing a downsampled version set to Dissolve at a low Opacity.
