Path colour and thickness options greyed out.

Using Photoshop 19.1.1 on a Mac.

The Path thickness and colour settings exist, both in the gear icon in the tool options bar as well as the Guides/Grid Preferences, but are greyed out.  I am unable to activate or change them, and the paths work like the legacy paths from CC2017 and earlier.

Does anybody know why this may be and how one would go about fixing it so I can use the new colour and thickness adjustable paths?
