Photoshop CC '18 When I zoom in, I can't draw with my Surface Pro 4

So apparently I am not the only one experiencing this problem, however every time I try to zoom into the picture I am working on, I am unable to use my brush tool to draw. It just scrolls along the picture instead. I have already tried the Window's Ink solution, have uninstalled and reinstalled Photoshop, and it is the ONLY program acting this way. I also have 2 separate pens so I also know it is not my pen. Any ideas?

Edit: I have also reset my Photoshop preferences, and have not had the issue clear up. I am running out of ideas.
