My query is when the Activex option is disable, the TOC of the webhelp is not available. Is there any solution to that?

Welcome to the forum.

It's quite easy, enable Active X.

Is it that you don't want to enable Active X? If so in the wizard when you generate the help, select Pure HTML. Note this will change how the Index and Search buttons work.

Tell us more about why enabling Active X is an issue and maybe we can suggest something else.

Thanks a lot for your suggestion. Actually this problem was encountered from the client side, so don't really have a clue as to why active x option needs to be disabled. Anyways, will try to get something positive with whatever you suggested.

That sounds like they have installed it on a local drive rather than a server.
