After most recent update, Photoshop is now displaying the "scratch disks are full" error

So I just updated my photoshop and I am now receiving the scratch disks are full error. I've searched online for solutions and have tried:

Disk Cleanup

Disk Defrag

Uninstalling and reinstalling

Changing the scratch disk to a drive that has more space

Nothing is working and I need photoshop for schoolwork.

Any help would be amazing.

your problem is about resolution.

you made 150 ppi resolution for 1200 inch it is a very high resolution that make your scratch disk full.

in design sizes like that you don't need this high res.

Can you screen capture your Scratch Disks Prefs? Is the disk with the most free space at the top of the list and checked?

So photoshop lets me load a new project but when i try to add a layer it gives me this error. So i went to preferences and it had the c drive checked as scratch drive but it doesn't have enough space so i switched it to a different drive and restarted photoshop and now it won't let me start a new project it just gives me this error.
