Flick Panning Will Not Disable After Recent Photoshop Update

This has been the most frustrating experience I've had with Photoshop yet, I have done everything in my power to disable flick panning, I've gone into OpenGL, disabled it through preferences, I've Deleted recent updates to my computer and even re-downloaded my wacom bamboo driver and still nothing. I  don't know what to do please help.

When you say flick panning, do you mean that touching the pen to canvas cause the canvas to move?  If so, this is a bug that has been corrected with the Photoshop 19.1.3 update.  Click on Help > Check for updates, and install if there is one.

no I have 19.1.3, this problem just started today when I got the new update, should I just go back to my previous version and wait for the next update?

Hey I updated! It’s still there! And here’s something fun, my custom brushes have all been deleted in the process of updating! So now I can’t do any work!

I'm also struggling with this problem since that update.  The problem does not occur in standard mode (flick panning cannot work in standard mode anyway I suppose).  In both full-screen modes though, it's impossible to draw vertical lines with my wacom pen, the canvas pans up or down instead.  Horizontal lines are ok.

Any help would be much appreciated!

Well I should have looked harder because I found a solution on Reddit.

It's apparently a windows issue, and the workaround is to tell photoshop to use wintab.  It's only a matter of adding one txt file to the photoshop settings folder.

It worked for me, I don't know if there are drawbacks to using wintab though.
