Tablet or Photoshop?

i've had this problem for a couple days now and i still dont know if its the tablet's problem or photoshop.

Its fine when i use to draw with my mouse, but when i zoom in and use my pen for the tablet it wouldnt let me draw

it would just move the canvas around like the hand tool would and it says i was using the brush tool

Another trick is to use System Recovery to rollback to the time before the update was applied:

https://support.microsoft.com/en-us/help/12415/windows-10-recovery-options

Then turn off Automatic Updates.
