Confused about my plans

Do I need both Creative Cloud Photography plan as well as the Lightroom CC plan?  They look similar to me.

It depends on what your goal is. Is it your goal to simply have all of your full-sized images stored in the cloud with access on all your devices immediately? No Photoshop and no Lightroom Classic CC? Then the Lightroom CC plan is probably the one you would want to choose. It includes 1 TB of cloud storage.

However, if you have been using previous versions of Lightroom and want to continue using file-based structure with your images stored on your computer along with the ability to share smart previews in the cloud, and also have Photoshop as well as Lightroom CC (but use Lightroom Classic CC primarily) then the Creative Cloud photography plan would be a better choice. Thanks, I want to continue using Lightroom and prefer the Classic CC so the Creative Cloud option looks better.  Thanks for your help!

That would be my choice. You can also download Lightroom CC and use it as well. I have both installed on my computer, but I haven't migrated my catalog to Lightroom CC and don't intend to do so. If you use Lightroom CC a little you will discover that it doesn't have a lot of the features that Lightroom Classic CC has. It is designed for a more mobile type of user with different needs, and while it's capabilities are growing there are many features that users consider to be very basic that are not included in that program as yet.

You would never need to buy both of those plans.

The Photography plan includes both flavors of Lightroom, together with Photoshop.

The Lightroom plan does not include Lightroom Classic (or Photoshop), but you get a lot more online/cloud storage.

This plan comparison table should make everything clearer.

So which plan you choose would depend on whether you want Lightroom Classic and Photoshop. But you needn't get both plans.

Just as a comment on that table: Photoshop Single App plan at $20 per month, applies only within a yearly commitment.

A monthly-renewing plan costs more like $30 per month.

There is another way to get these applications, if other software and services such as Acrobat DC, InDesign etc are of interest too. An "All Apps" plan costs of the order of $50 per month in a yearly commitment, or of the order of $75 monthly renewing, and this includes AFAIK substantially all of the available Adobe creative applications and benefits, only excluding some specialist business workflow stuff.
