Hello,
I recently reinstalled my driver for my tablet which is Genius EasyPen i405x and when I open a layer and want to draw with the pen it moves the layer instead of actually drawing. It draws sometimes one line and then it just starts moving the layer. I dont press any additional buttons and anything. It worked well before reininstalling the driver and it works well in other software I tried, just Photoshop.
I tried to turn off and on the Photoshop.
Can you please help me?

I'm having this same problem since I updated Photoshop yesterday. When I use the lasso tool and the shift key to add to the selection, I get the dynamic pan as though I'm holding down the space bar. I've tried installing my driver for my Wacom tablet again, but it didn't help. Also, Illustrator is working fine, so the problem isn't with the tablet or pen.

Having similar trouble with Photoshop CC and wacom intous 4 . The pen is panning layer instead of drawing. I see the same question all over the forums...is someone fixing this? Adobe or Microsoft?? I cant roll back windows update ..im at work and dont have permission (admin) to do anything with the pc!

Please search before posting. This has been answered many times over the last couple of days.
There has been a windows update (KB4093112) which has caused an issue with the tablets and Photoshop.
You can either - undo the update
or
Do the following (recommended) :
1. Use notepad to create a text file and type in :
UseSystemStylus 0
2. Save the file as PSUserConfig.txt in the following location
C: > Users > Username > AppData > Roaming > Adobe > Adobe Photoshop CC 2018 > Adobe Photoshop CC 2018 Settings
3. Go to the tablet properties and uncheck "Use Windows Ink"
4. Restart Photoshop
That is it - all should now work well (you need to do all the above steps to retain pen pressure)
Note : There is a third option. Microsoft made this change intentionally and they have issued a way round it with registry change (see link below). However for Photoshop the PSUserConfig method works.

Thanks a lot. That worked out fine even without admin rights. Sometimes it's hard to find the right answer. I had looked into 4-5 strings and everyone had no clear answer except uninstalling windows updates
