Okay so I use a Dell Inspiron 15 7000 2 in 1 to sketch. Just recently I have been having trouble with the brush and eraser. Instead of brushing or erasing the art board just moves around as if I was pannin. I use a Dell active pen, nothing special. I’m might consider buying another one but before I do I just want to make sure it’s not the problem. I did do any changes to what I normally do. I didn’t even update anything. I can’t exactly describe what is wrong but this is the best I can do. Any help would be much appreciate.

Also when I sketch I have the Laptop in tablet mode If that matters.

Please use search before posting. This issue has been answered many times in the last couple of days
The latest windows update (KB4093112) has caused an issue with the Wacom tablet and Photoshop.
You can either - undo the update
or
Do the following (recommended) :
1. Use notepad to create a text file and type in :
UseSystemStylus 0
2. Save the file as PSUserConfig.txt in the following location
C: > Users > Username > AppData > Roaming > Adobe > Adobe Photoshop CC 2018 > Adobe Photoshop CC 2018 Settings
3. Go to the tablet properties and uncheck "Use Windows Ink"
4. Restart Photoshop
That is it - all should now work well (you need to do all the above steps to retain pen pressure)
Note : There is a third option. Microsoft made this change intentionally and they have issued a way round it with registry change (see link below). However for Photoshop the PSUserConfig method works.

Note 2 : If you have another version of Photoshop installed e.g. CC2017 then you will need to add the file to the CC2017 folders
