Problem with slow display response

I'm running Photoshop CC 2018 on Windows 10 Pro, Dell M7710.  The computer is fairly robust: 32MB RAM, Nvidia M5000M, internal SSDs, etc.

Just tonight, I encountered the following problem:

If I view an image at 100% on my Wacom 21UX, and if I press the spacebar and use the move tool with the mouse to move the image around, so long as I use the mouse, I can move the image horizontally or vertically quickly and responsively.  If I try to do the same with the Wacom pen (as I always have), I can move the image easily horizontally.  However, vertically, the image moves very, very slowly.

I have updated the Nvidia drivers.  I have the latests Wacom driver.  Any other troubleshooting strategies I might employ?

Hi

Not sure if this relates to you but give either one of these a try

1. Use notepad to create a text file and type in :

# Use WinTab

UseSystemStylus 0

2. Save the file as PSUserConfig.txt in the following location

C: > Users > Username > AppData > Roaming > Adobe > Adobe Photoshop CC 2018 > Adobe Photoshop CC 2018 Settings

3. Go to the Wacom tablet properties and for Photoshop under Mapping  uncheck "Use Windows Ink"

Or

1 Select everything inside the quotes here (don't include the quotes): “reg add HKEY

1 Select everything inside the quotes here (don't include the quotes): “reg add HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Pen /v LegacyPenInteractionModel /t REG_DWORD /d 1 /f”

2 Copy it with Ctrl + C on the keyboard.

3 Type Windows Key + X (together), a menu will appear

4 Then type "A" on the keyboard. That will give you an elevated administrator PowerShell command prompt.

5 Paste the command you copied into that window with Ctrl + V

6 Hit "Enter" on the keyboard

7 Reboot

If you use the first method you may need to enable hidden items

Many, many thanks.  The problem had progressed to where if I touched the image on the Cintiq with the pen, using the brush tool or stamp tool, the image would move.  It was impossible to work.  Without your fix, the Cintiq would have become essentially useless to me.  Again, many thanks.
