Lens Flare Filter preview window distorted

Photoshop CC 19.1.0

When I try to use the filter lens flare, the preview window is distorted and the flare is not where I click on screen.

Windows 10 Pro

32 gig memory

64 bit

Display adapter NVIDIA GeForce GTX 980M

Monitor NEC MultiSync  PA241W(Digital)

Check your hardware acceleration options in the preferences and turn them off if need be.
