why do Text/Type TRANSFORM CONTROLS Jump when selected? and how can I make them stay?

In the two images below, notice the Transform controls.... When I only select the layer, the transform controls are RIGHT WHERE I WANT THEM,

BUUUUT, when I go to grab one of the handles, they all jump to a different size, NEGATIVELY affecting what I'm trying to accomplish (keeping one edge of my TYPE layer right where it is while resizing)

How can I keep those handles where they were?

Hi RuesterProd,

As the transform controls are not working properly, could you please try resetting the preferences of Photoshop and let us know if it helps with the issue?

Also, could you please try deselecting "Use Graphics Processor" located under Photoshop's Preferences > Performance, then relaunch Photoshop and let us know if it helps?
