I have read that I can have my subscription on 2 separate computers. Do I have to log in and out each time on the separate computers? Also, I am logged in on my laptop and went to my desktop and the presets said they weren't available. Is that becuase I'm logged in on the laptop? I don't remember this happening on my previous laptop/desktop combo.
You can have it on several computers as long as you are logged in on only two. The contract says one user. The idea is not to share the license.
That presets are not available on one machine should be a different issue.

I just had an issue where I bought a computer, loaded Adobe, and I think I
may have uploaded LR two times. Anyway, I had to return the computer so I
uninstalled it and reinstalled on my new system. Does it look like I
actually have LR installed two times to you? I think maybe I installed it
twice on this system which may be interfering with my desktop one.
If so how do I correct my mistake?

If you uninstalled the Adobe software (are we discussing Lightroom 6 or Lightroom CC 2015 or Lightroom CLassic CC? or some earlier version???) then you should be fine.
Anyway, you can go to accounts.adobe.com/plans, click on "activated devices" and de-activate installations if you want.

I have the subscription so it’s the most current version. I had to
reinstall 2015 this past weekend, but on my desktop, because my Lr Classic
was dragging too much and I had a deadline. Since I got that figured out I
have been using the 7.3 version. Did my screen shot look right? Idk why
there is the creative suite icon and the other two individual icons.

Do you know how to look at your account? If you do, you can examine your active connections and you can disable any connection. You have complete control over which computers are enabled on your account.

I do know how to get into my account but I"m hvaing trouble seeing where I
am logged in.

If you click on "Manage Plan" Under Plans and Products, you will see this:
All you need to do is choose which device you want to deactivate.
