Develop not working

I had to get a new computer. I downloaded lightroom classic onto my new computer and sync my pictures from lightroom cc. All of that did just fine but I can't find my presets and I can't get develop to work? any suggestions

Explain. Provide lots of detals. Provide screen captures if necessary. Please also state what operating system version NUMBER you have; and please also state what version NUMBER of Lightroom is installed — we need the version NUMBER and not some words like "latest" or "current".

I can't find my presets

Well, we can't help you with that, you are the one who had to transfer things from the old computer to the new computer, and we don't know where you put them.
