Cannot update CC Classic past 7.1

I have Lightroom Classic CC version 7.1 installed (on Windows 10 with Creative Cloud version 4.4.1.298). I get a popup saying a new version of Lightroom is available, but the Creative Cloud app says that it is up to date. I've tried restarting and logging out and back in and manually asking the Creative Cloud app to check for updates. My licence is still valid. Any suggestions?

I managed to delete the OPM.db file (I had to kill some other adobe processes that didn't start with 'adobe'). However this didn't solve the problem.

In the end I chatted with Adobe support. They solved it by reinstalling the Creative Cloud App (and also deleting some of the program folders - which might or might not be necessary). (This also uninstalled photoshop, but not, curiously, lightroom). Anyway, this sorted the updating problem.

I've tried steps 1-3. Step 4 is to delete the OPM.db file. However Windows says the file is in use by Creative Cloud. I've tried killing all the Adobe processes, but the Adobe IPC broker keeps restarting.
