Photoshop Elements 9

I have Photoshop Elements 9  and when I try to download updates, especially Camera RAW 6.5 Update and Elements 9.0.3 Update, I get message to try later.  I have been working on this issue for several weeks.  Also, when I try to sign into Organizer, I get "Error 400"!  Is this Elements 9 version compatible with Mac OS 10.12.6?  Thank you.

For the updates, see if installing the newest Adobe Application Manager lets the updates complete.
