When I open the file, I can draw fine. I can draw left to right, Top to bottom, and draw swirls. (Important)
When I alt + mouse wheel zoom in, everything I draw down it pans the screen down.
When I draw from left to right, I can draw and it allows me to work like a normal brush.
But everytime I draw down or up. It pans the screen. What the hell happened. I reinstalled the latest photoshop. I disabled and enabled flicks, and windows ink is off or I can't find it in the tablet menu.
Help.

Also, drawing or doing anything with a mouse is fine. And when I am "panning" photoshop does show any tool being used

It sounds like you have the same issue being experienced by other tablet and pen users.
The latest windows update (KB4093112) has caused an issue with tablets and Photoshop.
You can either - undo the update
or
Do the following (recommended) :
1. Use notepad to create a text file and type in :
UseSystemStylus 0
2. Save the file as PSUserConfig.txt in the following location
C: > Users > Username > AppData > Roaming > Adobe > Adobe Photoshop CC 2018 > Adobe Photoshop CC 2018 Settings
3. Go to the tablet properties and uncheck "Use Windows Ink"
4. Restart Photoshop
That is it - all should now work well (you need to do all the above steps to retain pen pressure)
Note : There is a third option. Microsoft made this change intentionally and they have issued a way round it with registry change (see link below). However for Photoshop the PSUserConfig method works.

Note 2 : If you have another version of Photoshop installed e.g. CC2017 then you will need to add the file to the CC2017 folders

Thanks, so I tried this functionality in the cmd prompt and added
reg add HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Pen /v LegacyPenInteractionModel /t REG_DWORD /d 1 /f
and it worked for about a week, then my sensitivity and eraser detection stopped working.
If there a way to revert what I did?
