selection makes outside edge transparent in new fill layer? Photoshop BUG?

So, I have a png of vertical stripes (150psi, 58”x36” – big file), when I select all, and use the move tool, it selects all the individual stripes. Which is what I want. But when I click a new layer, solid colour, it creates a new layer of stripes, but, the edges are transparent. How do I remove that transparency, I do not believe it should be transparent in the first place?

This helps if I am exporting from Illustrator to Photoshop:

To save without transparent edges in illustrator for export to photoshop

Click export under File

Choose Psd

Then High 300

Tick flat image

No alias

Tick embed rgb

Save

then open the psd file in Photoshop. Sometimes, I found, saving it at 150psi, works better
