"The file could not be found" but no "?" or "!" - how to relink?

I had a bunch of images stored on an external hard drive to my PC that I imported into a collection.  Now when I go to the Collection I see the images but I can't Develop them - I get the message "The file could not be found."  I have the external hard drive plugged into my computer.  I plugged it in to all 3 of the USB ports on my computer thinking maybe I had used a different port and that was the cause, but it doesn't change things.  There is no "?" or "!" next to the folder or file - and all of the relink tutorials I find say to click on these icons to relink.  How can I access these files for editing again?  I am using Lightroom Classic version: 7.2 [1156743].  Thanks.
