Layered file in Premiere Pro (psd layers NEED correct order)

Hello! Maybe a simple answer...

Can premiere pro sort Photoshop file according to layers in file?

For example, when I look at the list of layers that make up my psd, why are they in different order than what they are in the psd file. AND when I drag all layers to time line, is there a way to stack on top of each other? Instead of end to end?
