Effects Presets/Templates that are Unable to be Imported

I apologize if this is a question that has already been asked, I've looked and it doesn't appear to answer my situation.

> I have downloaded several effects/transitions "templates" from Motion Array and saved them to my desktop.

> Under the instruction of the tutorial videos, I opened the "Effects" panel.

> I left clicked on "Presets" and selected "Import Presets".

> It is my understanding that the files must be ".prproj" files to import.

> In the (computer) explorer, the files show up as ".prproj" files, however, when opened through the import selection in Premiere Pro, they do not show up.

Things I have tried:

> Moving the files to a different location and reimporting.

> Extracting all the files from the parent folder and reimporting.

> Opening the .prproj file independently of a project.

> Watched/read hours of tutorials/forums/FAQs to try to figure why I cant access the presets.

None of these has worked.

My Info:

Premiere Pro CC 2018 Version 12.1.1 (Build 10)

OS: Windows 10 (64bit)

LATEST

The .prproj files are not presets, they are project files, the presets have .prfpset extension.

If you want to open it, it has to be as a project, or simply double click on any of them.
