Is there a way to livestream through Premiere without downloading another encoding software?

Sorry but the answer is “no.”

Premiere is not designed to live stream videos. Premiere is built for making final video files from pre-recorded videos.

I’d recommend looking at “Livestream Studio“ Siftware.at this link: https://livestream.com/studio/

and having a computer with with the specs needed for their software/streaming.
