I have an 11 minute video that plays all of it just fine no matter what player I use, but when I put it into both Premiere Pro and Media Encoder, it only has the first frame. I don't understand what's wrong with it. The video's format is mp4 so its not that I'm using a video with a weird format.

We need more info to help you. The fact that the extension is .mp4 doesn't tell what codec or frame rate is used.
Please mention the version and make of your:
1. Operating system
2. Premiere Pro
And please tell us the properties of the video file, also known as Media Information. You can do this any player. In VLC it looks like this:

Sorry for the trouble. Is the footage from Elgato capture device. If yes and using Premiere Pro CC 12.1 or 12.1.1 version, it is a known issue. The only known workaround is to use previous version of the app. Here are the steps: FAQ: How do I reinstall a previous version of Premiere Pro?

If it is indeed an Elgato file;
Go back to previous version as stated above or
Convert with HandBrake
or wait for update.
