DOES ANYONE KNOW THE AUDIO EFFECT USED ON THIS CLIP?

Hey everyone, I watched the attached video and at 1:29 in the vid I couldn't stop laughing because of the audio effect that was used (with "twirl" being the video effect) so I looked all over premiere's audio effects list trying to find something that would give the same effect but I couldn't find one. If you know the answer or have any suggestions PLEASE let me know... thank you so much!

That was one of the worst videos I have watched, the effect I think is just a pitch change.
