Is the Featured News Widget Responsive? I need to make the widget and contents smaller for the 720, 550, and 320 breakpoints. If it is not responsive, I'd like to take the content out and just add them to the smaller breakpoints without changing the position for the larger breakpoints.

YES, it is fluid responsive. If you use breakpoints, like you want to do anyway, you´ll have better control.

BTW, you won´t need a breakpoint at 320, use 320 as the minimum width. There are no smaller devices than 320 really.

How can I just take the contents out (image, text) for the smaller breakpoints and leave the widget intact for the larger widgets?

You have to copy the widget (right-click-and-drag). Hide the original widget in that breakpoint – take the copied version of the widget and hide it in other breakpoints – style the copied widget as desired.
