Unable to download purchased PSE 2018. Support through chat and phone impossible.

There is no download button on my account purchases.   There was an error loading downloads is the message I get.  Two days in a row of sitting on hold on the phone and on chat.  I am about ready to demand a refund but I cannot get help for even that.
