See this thread for the solution. Green and Pink Video in Premiere Pro 12.0.1 (Build 69)

Do not count on Windows to be fully up to date when it comes to device drivers

Go to the vendor site to be sure you have an updated driver for your graphic adapter

ā€¢nVidia Driver Downloads http://www.nvidia.com/Download/index.aspx?lang=en-us

ā€¢ATI Driver Autodetect http://support.amd.com/en-us/download/auto-detect-tool

There are also intermittent reports that the newest driver is not always the best driver due to driver bugs or compatibility issues, so you MAY need to try an earlier driver version

I believe this is an error with Intel graphics.

I recommend a 1000 series nVidia card for your edit system.

I am having the same exact issue.  This just started sometime this week.  I opened an existing program that I knew was fine and it is now doing the same thing the new videos I am importing are doing.

This problem is something created by the writers of the Adobe program not

the computer or any software or hardware running on the computer. This

needs to be corrected by Adobe and the folks working on Premier Pro, not by

individual on their computers. The problem started with the current

edition of Premier Pro and the last update of the software.

If you suggest that individual tinker with their computers, it will only

compound the issue. ADOBE NEEDS TO ADDRESS THIS PROBLEM IMMEDIATELY IF

THEY SEEK TO HAVE SATISFIED CUSTOMERS.

Mr. Wrinkly,

This is an issue with display drivers that need to be updated to the correct version. Though you don't need to be a computer expert, as a pro video editor, you do need to keep pace with the current needs of your computer's components, including drivers. This is something Adobe has no control over in many cases. I do agree that this issue can be confusing, though. Once you have the correct drivers, your system should function normally. Sorry for the frustration.

Regards,
Kevin

The smug answers about correcting drivers is way off base.

This ghosting problem only existed after Adobe upgraded Premier Pro

recently.

An example of a company that has a similar program is NCH that has a very

good program VideoPad from which Adobe could learn a lot.

There is a definite BUG in the PremierPro program that was created very

recently by the code writers at Adobe.

IT IS NOT IN THE INDIVIDUAL COMPUTERS NOR THEIR DRIVERS!

Kevin,

I think you might have missed a very important point.

How many people in the world use PremierPro as apposed to how many Windows

10 units there are in the world

If as you suppose that the problem with ghosting is a result of a Window

update rather that an Adobe problem, then wouldn't it be prudent for Adobe

to correct PremierPro to coincide with the huge number of Windows 10

operating systems that are out there?

It's like the old adage of the tail wagging the dog.

Very well, Dr. Bill Westerman. If you feel it is a quality control issue, please file a bug with the dev team so that they may hear your voice and will hopefully take action on the next release. Here is the link: Premiere Pro: Hot (1775 ideas) ā€“ Adobe video & audio apps

Personally, I do look for GPU driver updates every time I update Premiere Pro to be on the safe side. I apologize if you thought my commentary was unhelpful.

Kind Regards,
Kevin
