That could happen If audio hardware is misconfigured. Let's discard that first. Please share your system specs too. That would make everything easier.

Share a screenshot of the audio hardware tab again. When the audio is routed through the Windows Driver, Audio is controlled by Windows like any other app. Check your Windows audio settings. If you can hear audio from any other app or the test sound when you change volume you should have audio from Premiere. Closing and opening Premiere again could help.

Are you using Asio4All or something like that? What is your default audio device on Windows? If you are on Win10 you can change your playback audio device here

Can you hear audio from Windows? You have to set your Headset as your Playback Audio Device on Windows.
