I have the most updated version of Premiere CC trying to make SUBTITLES. All your tutorials say "oh yeah, super easy and visual, you get to choose background, font, color etc!!!!!" nope. When it actually displays on my video...... it's in ugly caption form and none of the style or type options function. What's the deal?

I am assuming you are making captions/subtitles, and not creating "titles" as subtitles.

There are several types of captions/subtitles.

Did you import a subtitles/captions file?

Whether you did or created a new captions stream, what kind of stream is it? Open or closed, etc.

The methods for changing font colors, etc, varies based on caption type.

You need to select Open Captions to be able to change font, color etc.

I will restart the software again. Why does it need to be open caption to change styles? Generally I get films with subtitles I can turn on and off. It is my expectation for the software.

If you want to be able to turn the subtitles on/off during playback (after export from PR), you need closed captions. The font, etc controls are more limited.

For example, Open Captions allow a full range of color, and have an opacity slider as well as color for the background (and an edge stroke). If you try Open Captions, be sure you pick that and not "Open Subtitling." They are not the same.

608 has only 8 font colors, and a background choice of the 8 colors, with transparent, translucent, or opaque background. (But there appears to be a bug and the background transparency does not stick. I don't know if this is remedied on export, or ultimately a choice for the end user.)

708 has more font and background colors.

Neither 608 nor 708 allow font size editing.

Open Captions are designed to be burned into the video on export, but it is true that you can export the caption stream as .srt or .xml. But there is no guarantee you can use that sidecar for your purpose.

What dot version of PR are you using? 2017 had 4 caption types; 2018 has 6.
