i can't open raw file and don't have update. how to open it with LR?
Your issue is consistent with using a version of Lightroom that doesn't support the camera model.
Unfortunately, you haven't mentioned which version of Lightroom you're using but below linked page shows you must be using Lr6.1.1/ 2015.1.1 or higher for Sony RX100 IV support.

You cannot open Raw files from the RX100M6 in any Adobe product at this time; not Lightroom nor ACR nor the DNG Converter. The camera is too new, only in the last few days available in stores, and Adobe was not able to have created profiles for it before the last support update a few weeks ago. It is likely that there will be another update in a couple months, until then you will have to use the free software from Sony.

You can open RX100 M6 raw files in Skylum Luminar, which is much better than the free Sony program. You can make basic adjustments (or more) then export as a 16 bit TIFF in the ProPhotoRGB space and then import that into LR. It's not an ideal work flow but it will work until the M6 is added to ACR. It makes you wonder why Luminar can read M6 raw files but LR can't.

Incorrect. Luminar 2018 does not support RX100 vi raw files. Instead it opens embedded jpg file which is confusing. You can recognize the difference in Raw Develop filter, instead Raw Develop it says just Develop.

You're right. It did look like it opens them, but it doesn't and you can't edit them.

Then the reports are fake news. DNG Converter (currently 10.4, 7.2 was from 2012) receives new camera support at the same time that Lightroom and Camera Raw do. If and when LR 7.5 and ACR 10.5 support the RX100VI, so will DNG Converter 10.5.

Under the file menu in Windows (Lightroom menu on the Mac) there is an option to optimize the catalog. Try that option and then see if you can import the raw files from the camera. If that doesn't work then you might try creating a new catalog And try importing the images into that catalog.

The question was regarding the RX100M6, your answer is only relevant to the RX100M4, and so is not very helpful. Lightroom 6.1.1 (or 6.1.4, which I have) is not currently capable of opening the AWR files produced by the RX100M6, although it does open ARW files from earlier cameras. Why Sony would tweak the AWR files in every new camera is beyond my comprehension. it would appear that my only choices are to return my new Sony XR100M6 or succumb to the extortion of Adobe and start paying monthly fees just to use the new camera.

You've got two options for using the RX100 VI with LR 6:
- Download the free Adobe DNG converter and convert the ARWs to DNGs before importing into LR: https://helpx.adobe.com/photoshop/using/adobe-dng-converter.html
- Use the free Sony Imaging Edge software to convert the ARWs to TIFFs before importing them into LR: Imaging Edge (Remote/Viewer/Edit) | Sony
Why Sony would tweak the AWR files in every new camera is beyond my comprehension.
Unfortunately, all the major camera manufacturers make small (and sometimes large) changes to their raw files with each new camera model. Years ago, Adobe had tried to persuade them to adopt the universal DNG format, which would greatly reduce this problem, but they refused (Leica and at least one of the drone manufacturers are exceptions).

It appears there will not be an update to allow perpetual users to open these files. Is that correct? It feels like extortion to be told that switching to the CC version is the only way to use my new camera with Lightroom. I don’t even have enough internet access to be able to utilize the CC version.

There will be no further updates to LR 6 (or earlier versions), which after 2.5 years, was superseded by LR Classic 7.

Note that there are two different programs now, confusingly named Lightroom CC (the cloud-based version with apps for mobile, Web, and desktop) and Lightroom Classic CC 7 (the desktop-based version we all know and love). Adobe's marketing and naming are incompetently bad -- see here for a coherent explanation of the differences: https://www.lightroomqueen.com/the-future-of-lightroom/.
Also note that a subscription to LR Classic will entitle you to the next major version of LR Classic (8) whenever it comes out, at no additional cost (other than the monthly subscription).
