Read out loud "Quotes"

Happy Mothers day folks:

Listening to a book, where there are many things in " quotes "  and the reader, annoyingly, reads these as double vertical line and horizontal bar.

There isn't anything I can find ion the prefs to eliminate this.

Anyone know anything here?
