150:30 means you may have to do a reinstall or if you are familiar with Terminal, I have a screenshot guide to using the License repair tool python script. It does require careful perusal and attention to detail.

Reinstalling iD CS4 versions 6.0.4 until 6.0.6 are blocked, with the notification "not possible"

The faultcode of iD CS4 is now changed into code 5 with the same text: "licence validating procedure failed"

Old versions of Creative Suite (and CS4 is OLD) don't work well on newer operating systems, Mac or Windows. You're on your own: It's no longer supported by Adobe, I'm afraid.
