Albums created in Lightroom Classic CC syncs with Lightroom CC, folders doesn't.
You can create folders in Lightroom CC, but you can't see them in Lightroom Classic CC. Folders created in Lightroom Classic CC dosn't exist in Lightroom CC.
What is the thinking behind different sync for albums and folders?

You're correct. These are not synced.
A Folder in Classic really is a folder on your drive and can be seen in the Folders panel.
A Folder in CC is what we know in Classic as Collection Set's. There are no drive folders in CC since it is all stored in the Cloud.

Collections in Classic sync to Albums in CC - that's the only way to sync from Classic to CC.
Folders are not synced.

I think it's a languish issue here. I run the program's in Swedish... This is the thing.
In Classical CC you can do "collection boxes (folders)". I have for example done collections for travel's I have done and then put "travels" in a box for each year and then another box for "travels". All this in Classical CC.
Those "boxes" doesn't sync with CC (not for me any way).
In CC you can do, translated, do Albums and Folders. Albums sync. The "folders", doesn't.
What is it that I don't understand?

The thinking was logical. You can simply remove an image from a collection, so you can simply stop syncing the image this way. You cannot remove an image from a folder (unless you move it to another folder) because that would remove the image from the catalog, so syncing folders would be an inconvenient method and prone to making mistakes.
Another reason is no doubt that there are no physical folders in the cloud to sync a local folder to. What would a synced folder become in Lightroom CC? An album? That is already taken by synced collections, so that doesn't make sense. A folder? Folders exist in Lightroom CC, but they are like collection sets in Lightroom Classic, so you can't sync images to that.
If you want to sync a folder, then drag that folder into the collections panel. That will create a collection from this folder.
