making animated gifs

I tried to follow the steps given by the adobe site. When I go to windows > Timeline, a timeline pops up but no frames appear in the timeline window.  When I go to push the menu button on the timeline, the option "make frames from layers" does not appear at all.

You need to click that big button in the center that says "create frame animation".

From a user experience point of view this is not intuitive at all.
First it is a dropdown menu with only 2 options, then it converts into a button but still looks the same?
No wonder I had trouble with it!
