Glow Effect Preset Or Plugin

Hello Forum.

I stumbled upon a video which has a nice effect to it, but cannot locate it within Premiere built in effect presets, or maybe it's an after FX preset.

Can anyone recognise this preset? It has a glowing orange particle around the objects.

I would guess that's something from maybe Red Giant's many editing/Fx/colorist effects.

What if....

You placed an orange color matte under your video clip. Converted your video clip to black and white and played with your Lumetri sliders to bring down your mid tones and brought your whites up so only your spectral highlights were pure white. Then used Ultra Key to key out only the things that were pure white to reveal the orange matte below.
