Cannot open Adobe Photoshop Elements 14

I get this error message with a red X  and a box that says: The application was unable to start correctly (0xc0000142)  Click OK to close this application.  How do I fix this?  I cannot open photoshop elements 14.  I uninstalled the program and ran the adobe cleaner and then uploaded the photoshop program again and it still will not open.  How can I get is open.

I think this is a Windows error rather than a PSE error, possibly resulting from a recent Windows update. You could search the Microsoft help forum for similar.
