Are you accessing the page using https (rather than http) such as https://www.example.com/index.cfm ?

To require SSL for a site in IIS
1. Open your website's properties page in IIS Manager
2. Go to the Directory Security tab
3. In the Secure communictions section click the Edit... button
4. Check the Require SSL checkbox
