"This effect requires GPU acceleration" in Premiere Pro CC 2018

I'm unable to add effects like Light Effects or Turbulent Displace, when I do I am given the error "This effect requires GPU acceleration". I'm already able to use Mercury Playback Engine GPU Acceleration (CUDA), I've tried adding a cuda_supported_cards text file to the folders, and I've tried using the GPUSniffer application. But I am still unable to use these effects.

Any help is appreciated.

Could you tell us what hardware you have, OS, versions, and version of Premiere Pro. Without any information, it is complicated for us to help you.
