Newbie picture in picture question

I would like to create a short movie with a 3x3 grid of picture in picture, where there are 9 talking heads each saying something one after the other. This, I think I can find out how to do. I think I have 9 sequences in parallel, each taking up another location on the screen. (Just have to find out how to do that)

But what I would like is an affect that after a while the positions of the talking heads scramble (in a visual way) so they end up in another position. Is that doable? and if so, how would I go about that?
