Playback laggy in CC18

I have been reading and reading trying to find out the problem. In Premier cc 17 everything works great. In 18 the play back is so laggy I can't edit.

If I render the shots before I cut I am fine, but who wants to edit like that?

Setup:

10.13.6 OS

Macbook Pro 15

2.5 ghz

16gigs of Ram

Proxy Video Files:

Apple Pro Res 422

1024x 540

I have tried all playback engines and everything online people have suggested. I cleaned installed my OS and have a new install fo CC18.

Reading online this has happened to so many people but there seems to be no clear fix.

The only thing people say that works is going back to CC17, is that the only answer?

What is the location of the media? Is it on an internal or an external drive?
