Can't delete a file because it's still open

Still pretty new to the 2018 adobe programs. I've been trying to delete some images from my desktop that I don't need, but it keeps saying that the file is still open in adobe premiere. I found the project file and deleted them, but the same message pops up when I try deleting the image. Anyone know what I'm suppose to do?

Close Premiere then delete.

Poor answer. Everyone knows a reboot would release the file. That's not the point. One should not have to reboot in order to delete a file that Premiere should have released.
