please take that version since adobe mouse no longer appears in the cloud

For future reference, Muse is End Of Life so you can only see it if you have Preferences set to Show Older Apps. 

Once that box is checked, you should see Muse in your CC Desktop App.

I would also like to download the latest version of Muse. (some widgets can not be imported in Muse 2017.0.04) The link you provided is broken. Anyone know where I can download the latest version? (latest version can not be installed from Creative Cloud Apps)

Muse is EOL.  The last version is 2018.  See screenshot.

When I click to open Adobe Cloud, there is no option to view older apps. I can't find Muse anywhere. Is there another way of accessing it?

1. Individuals need a PAID Creative Cloud ALL APPS plan. In the latest CC Desktop App, click on your Avatar > Preferences > Apps > Scroll down to Settings.

2. Teams/Enterprise users should contact your IT dept.  Assuming your company policies allow you to use discontinued software, your Plan Admin will need to create a new package for you.
