Not exporting file

Whenever I attempt to export my video and click media, the popup doesn't show. I've tried the Ctrl+M shortcut as well and it doesn't work. The few times the popup has shown up it won't let me scroll down publish to choose the media I'd like to export it to. How can I fix this?

Click the mouse anywhere in the Sequence/timeline area to select/highlight it. If that Sequence window is not highlighted, then you cannot Export it
