What do you thing "All tool bars are open" has to do with this? Do you have the same effect if "All Tool Bars" are not open?

Please tell us your exact version of Lightroom Classic and your computer operating system. I.E. Win 10? Mac OS, which version?

Your screen shot looks like Windows. Display issues like this are often related to having the latest/best working video drivers. That will apply if you are using Windows.

Check the video card manufacturers site to see if your video driver is up to date.

Otherwise, try solo mode for the tool panels. Right click on one of the headers and select solo mode. I have been most happy with that set up for years. It minimizes scrolling up and down through the panels to get to the section you want.

You may want to see if it is changed in the latest LR CC CL version, V 8.0

Edit to add:  I checked in my LR CC CL V 7.5 with all the develop panels open and do not see this strange effect. I am on Win 10 pro (1803) Nvidia GTX 970.

Also try removing the check mark from the [Use Graphics Processor] option in Preferences/Performance.
